Who we are

Civil Rights for Sexual Diversities (CR4SD) is an NGO working for the rights of people who may be disadvantaged by the law, policies and social prejudices in Hong Kong because of their sexual orientation, gender identity and sexual expression. We vow to serve the diverse community of sexual diversities whom include but are not limited to lesbians, gays, bisexuals and transgendered people.

Our Objective

CR4SD was founded in 1999 with an aim:
- to research on the rights for sexual diversities in the administration and legislature
- to provide resource, information and support as regards to any endeavour to the advancement of rights for sexual diversities
- to foster education, communication, advocacy and cultural shift of rights for sexual diversities to the sexual diversity community and the society at large.
- to facilitate policy change towards advancement of rights for sexual diversities and to broaden knowledge and application of existing policies.

What We Do

-Mobilization of the tongzhi community
-Monitor of the government and legislators of their work in promoting equal rights for tongzhi
-Handling and assistance to cases of discrimination and unfair treatment
-Report to government bureaux and departments, the EOC and international human rights institutions on the status of Hong Kong tongzhi
-Advocacy for legal and policy reform
-Policy research and community education on tongzhi issues
-Provision of basic human rights and legal training
-Coalition with other social, human rights and minority movements

Founding Members

Roddy Shaw - LLM (Human Rights) and MA Literary & Cultural Studies at the University of Hong Kong. Research areas include “Equal Rights to Marriage for Sexual Diversities” and “Gay Desire and the Politics of Space”. Convener of Tongzhi Laws and Policies Task Force (TLPTF) of the Tongzhi Community Joint Meeting, a coalition of 20+ LGBT groups in Hong Kong. Long-time activist concerning anti-discrimination laws, gender, sexuality and law, equal ages of consent, equal rights to marriage and family for LGBT, AIDS prevention and care (emphasis on MSM community) and human rights protection for all. Organizer of 1998 and 1999 Tongzhi Conference. Former coordinator of Horizons.

Nelson Ng – Master of Divinity (CUHK) and MA Literary & Cultural Studies (HKU). Research area includes queer theology. Former vice-chair and chair of 10% Club and Blessed Minorities Christian Fellowship respectively. Organizer of 1999 Tongzhi Conference.

George Bisas - George Bisas has been working in the field of equal opportunity for most of his working life. Before moving to Hong Kong, George worked for the Victorian Equal Opportunities Commission in Melbourne, Australia as the Manager of Communications. In the course of his time there he has implemented a large number of educational and promotional campaigns about equal opportunity.

Prior to joining the EOC in Victoria he was Chief Executive Officer of Headway Victoria an advocacy and family support service for people with severe cognitive disabilities.

George moved to Hong Kong in March 2000 and since then has been working for the Hong Kong Equal Opportunities Commission as a special consultant. Here he has the responsibility for the Commission's training, policy and research functions and has helped establish and develop the EOC's Policy and Research Division and its new Training and Consultancy Services. He is also responsible for developing the Commission's private sector strategy.
